In-service distributions are not being added back to the balances in the TH test

In the first year on the software, prior year in-service distributions are captured using the ftw First Year Supplemental Census grid. The TH inserv distrib Yr1 column will be the current year you are working in. Note, this grid only works if it is added in the true first year on the software.

Distributions taken in later years will pull from the transaction menu and must be coded as 'Inservice'.
